Why write about surprises at all?
Because the same misunderstandings come up again and again, and almost all of them are about the quote rather than the work. Explaining them before you receive a figure saves you a round of questions and makes it easier to compare our quote with others. None of the points below is unusual; they are simply not obvious to someone new to Spanish building quotes. This is not a collection of client stories. It is a list of the questions that come up most often when owners read a quote for the first time, with the honest answer to each.
Is the published price the price I will pay?
It is the price per m² before IVA, and IVA is added at 21 %. This is the first surprise for many owners from countries where consumer prices always include tax. A rate of 84 € per m² becomes 101,64 € per m² gross; 15 € becomes 18,15 €. Our quotes show net, IVA and total in three separate figures so that nobody has to work it out.
The second part of the answer is that the rate applies to the paving itself. If your property needs an old surface removed or has difficult access, those items are added as separate lines. The rate does not change; the quote simply lists what your particular site adds. The full picture is on the cost factors page.
Why is the area measured again?
Because the invoice follows the real surface, not an estimate. A first quote may be based on your own measurement or on photos. Before work starts the area is measured on site. Most of the time the two figures are close; when they are not, you see the corrected total before work continues.
A related surprise is how often areas include parts that will not be paved, such as planted beds or steps. Measuring only what will actually receive pavers or a new coating gives a more accurate first figure. Our guide on measuring the square metres covers the usual pitfalls.
Are kerbs and rubble really extra?
It depends on the rate. On the turnkey rate, kerbs are included. On the labour-only rate, they are always a separate line. Rubble from removing an old surface is separate in both cases, because the amount and the type of material vary so much between properties.
Owners are sometimes surprised by the size of the rubble line when an old concrete slab has to go. Breaking up, loading, transporting and disposing of construction waste is real work and is regulated as construction and demolition waste. If your existing surface is sound but tired, a renovation at 15 € per m² plus IVA avoids that line entirely; see restoration cost per m².
Is a conditional line a way to charge more later?
No, it is the opposite. A conditional line puts a price on a risk in advance, so that if the risk materialises, you already know what it costs. The most common one is extra base correction under an old drive, which nobody can judge until the surface is lifted.
Without such a line, a contractor either hides a margin in the main rate or adds an unpriced extra later. Neither helps you. With it, you can calculate a best case and a worst case before you sign, and you will see on the invoice whether the line was used.
A practical tip: when you compare our quote with another one, add our conditional lines to the total as if they were used. If the result still compares well, you know the comparison is safe. If the other quote has no such line, ask that contractor what happens when the base turns out to be weak.
Can I remove items I do not want?
Yes, where they are marked optional. In a renovation quote, for example, the final protective coat is often shown as an optional line. In our 350 m² sample quote it is 525,00 € net, and leaving it out changes nothing else. Seeing the price of each decision separately lets you shape the job to your budget.
Items that are structurally necessary, such as kerbs on a new paved area or base correction under sunken pavers, are not optional, because the result would not hold without them. The quote makes that distinction clear. The sample is explained in full in our 350 m² quote, line by line.
What surprises owners with larger areas or communities?
Two things. First, the turnkey rate applies up to 150 m², and above that an individual discount is studied for each job, without a fixed published figure. Owners of large villa entrances sometimes expect a standard percentage; in practice, the discount depends on area, access and conditions.
Second, in a community of owners, the work needs a resolution of the owners' meeting under the Horizontal Property Law, and which majority that resolution needs is a point your community administrator can clarify. Owners are sometimes surprised that the quote can be ready long before the community has voted on it.
What about the town hall, and choosing the right job?
The town hall procedure is not part of a paving quote. In Andalusia, minor works without a project are generally handled by a responsible declaration under Law 7/2021 (LISTA), but each town hall's ordinance decides the procedure. We execute the works; preparing and submitting the paperwork is for the owner or their gestor.
The last surprise is perhaps the most important: the cheapest rate is not always the right one. A renovation at 15 € per m² looks attractive next to a repair from 30 € per m², but on a sunken drive it would fail. When the photos show sinking, we quote the repair and explain why. For the reasoning, see sunken paver repair cost. Send us a photo and the approximate m² – free, no-obligation quote.
Frequently asked questions
Do your published prices include IVA?
No. All published rates are before IVA, which is added at 21 %. For example, 84 € per m² becomes 101,64 € per m² gross. Quotes always show the net amount, the IVA and the total as three separate figures.
Why does the final invoice use a different area?
Because the area is measured on site before work starts, and the invoice follows that measurement. If it differs noticeably from the figure in the quote, you are shown the corrected total before the work continues.
Are kerbs always included?
On the turnkey rate, yes. On the labour-only rate, never; they are priced as a separate line. Where existing kerbs are sound and can stay, the quote says so and no kerb line is added for those sections.
Why is rubble removal priced separately?
Because the amount and type of material vary so much: loose gravel is quick to clear, while an old concrete slab must be broken up, loaded, transported and disposed of as construction waste. A separate line shows that cost clearly.
What is a conditional line for?
It puts an agreed price on a risk that cannot be judged in advance, usually the base under old paving. It is charged only if the condition is found, so you know the best and worst case before signing.
Can I take out the optional protective coat?
Yes. In a renovation quote the final protective coat is usually an optional line. In our 350 m² sample it is 525,00 € net, and removing it changes no other line. The choice is made before work starts.
Is there a standard discount above 150 m²?
No standard percentage is published. Above 150 m² on the turnkey rate, a discount is studied for each job according to area, access and conditions, and the figure is given in the written quote.
Can the quote be prepared before my community votes?
Yes. Many communities need a written quote to present at the owners' meeting. The work itself can only start once the meeting has approved it under the Horizontal Property Law, with the majority confirmed by the administrator.
Do you submit the paperwork to the town hall?
No. We execute the paving works. Whether a responsible declaration, a licence or neither applies is decided by the town hall's ordinance, and the owner or their gestor prepares the paperwork. We can describe the works for them.
Why not choose the cheaper renovation for a sunken drive?
Because a coating cannot fix a surface that moves. On a sunken drive the renovation would crack along the same lines. The base must be repaired first, from 30 € per m² plus IVA, and the surface can be renovated afterwards if wanted.
