Why do lines go missing from paving quotes?
Usually not out of bad faith, but because a short quote is quicker to write and looks cheaper. A one-line quote reading 'adoquinado, 60 m²' with a single figure leaves the contractor free to interpret the scope later. For an owner reading a Spanish document from abroad, those gaps are especially hard to spot.
The problem appears after signing, when an item you assumed was included turns out to be extra. The rubble needs taking away, the kerbs were not mentioned, or the base has to be rebuilt. None of these is unusual, which is exactly why a complete quote should mention them, either as priced lines or as explicit exclusions.
Which Spanish terms should I look for?
Look for the names of the layers and the side tasks. If a word on this list does not appear in a quote, ask whether the item is included, excluded or forgotten. The short glossary below covers the terms that matter most for cost.
- Retirada de escombros, or gestión de residuos: removing and disposing of the old surface and soil.
- Demolición or levantado del pavimento existente: breaking up or lifting what is there now.
- Zahorra: the compacted aggregate layer that carries the load.
- Suelo-cemento or solera: a stabilised or concrete layer under the paving.
- Cama de gravilla: the fine gravel bed the pavers are laid on.
- Bordillo: the kerb or edge restraint that stops pavers spreading.
- Rejuntado y compactado: filling the joints and compacting the surface.
- Canaleta and sumidero: drainage channel and gully.
- IVA: Spanish VAT, which should be shown at its rate and amount.
Our turnkey rate of 84 € per m² plus IVA lists zahorra, suelo-cemento, cama de gravilla, bordillos and documentation by name, along with 10×20×6 cm concrete pavers. That is the level of detail to expect from any quote you compare; see what a paving quote should include.
Is rubble removal usually included?
Often it is not mentioned at all, which is the most common gap. Lifting a 60 m² drive produces a considerable volume of concrete, old pavers and soil, and someone has to load it, transport it and dispose of it properly. That costs money, and the cost depends on what the material is and how far it must be carried to a vehicle.
Construction and demolition waste is regulated by Royal Decree 105/2008 and by Law 7/2022, which treats rubble from minor domestic works as household waste under municipal responsibility. A quote that says how the rubble leaves your property, and at what price, is giving you information you need. One that says nothing is leaving a decision for later.
What about the base and its correction?
The base is the second most frequent gap. Some quotes price only the laying of pavers and assume that whatever lies underneath will do. That works on a new build with a properly prepared base and fails on old ground. Ask explicitly which layers are built and over what area.
Even a complete quote cannot know everything about the ground before it is opened. The honest way to deal with this is a conditional line: an agreed price per m² for extra base correction, charged only if the base turns out to be weak. A quote without such a line either includes the risk in its main rate or will add it later without a pre-agreed price. When the base has already failed and the pavers have sunk, the job is a repair rather than new paving, priced from 30 € per m² plus IVA on the paving repair price page.
Are kerbs, drainage and final cleaning covered?
Check each one by name. Kerbs are sometimes included in the per-m² price and sometimes priced per linear metre; on labour-only jobs they are always separate. Drainage channels at the bottom of a sloping drive are rarely included unless they were discussed. Final cleaning, including sweeping off excess jointing sand, is a small but real task.
- Kerbs: included in the rate, priced per linear metre, or reusing existing ones?
- Drainage: is a channel or gully needed, and is it in the quote?
- Manholes: will existing frames be adjusted to the new level?
- Thresholds and steps: are the transitions to the house and garage included?
- Final cleaning: is the site left swept and clear?
For a broader view of what changes the price, our guide on what pushes the price up goes through each factor in turn. Each item on the list above can make a real difference to the total, so it is worth asking about every one of them before you sign anything.
What about IVA, paperwork and community approval?
IVA is sometimes left out simply by omission. Our published rates are all quoted plus IVA at 21 %, and our quotes show the net, the IVA and the total separately. If a quote shows only one figure, ask whether it is net or gross before comparing it with anything else.
Town hall paperwork is never part of a paving contractor's quote, but it still has to be dealt with. In Andalusia, Law 7/2021 (LISTA) places minor works without a project under a responsible declaration, and each town hall's ordinance decides the exact procedure. For Marbella, Estepona, Fuengirola, Benalmádena, Torremolinos, Mijas and other towns, the procedure for a given outdoor paving job is laid down in the current municipal ordinance, so check it with the town hall before a start date is fixed.
In a community of owners, work on common elements needs a resolution of the owners' meeting under the Horizontal Property Law; ask the community administrator which majority applies to your job. If the job touches the public pavement or a kerb drop for a vado, separate municipal authorisation is needed, on terms each town hall sets in its own ordinance.
How do I close the gaps before signing?
Ask for the missing items in writing and keep the answers with the quote. A short email listing each term from the glossary and asking 'included, excluded or extra?' takes five minutes and saves arguments later. Compare quotes only once every gap has an answer, as explained in why two paving quotes rarely compare.
If you would like a quote that already lists everything, send us a photo and the approximate m² – free, no-obligation quote. Each line is written in English, with the Spanish term where it helps, and IVA is always shown separately.
Frequently asked questions
What is most often missing from a paving quote?
Rubble removal and disposal is the most common gap, followed by the base layers, kerbs and drainage. IVA is also frequently unclear. A complete quote either prices each of these or states explicitly that it is excluded.
What does retirada de escombros mean?
It means removal of rubble: loading, transporting and disposing of the old surface and excavated soil. It is a real cost under Spanish waste rules and should appear as a line or an explicit exclusion in every paving quote that involves lifting an existing surface.
What is zahorra?
Zahorra is the compacted granular aggregate used as the load-bearing layer under paving. It is one of the layers included in our turnkey rate, together with soil-cement, the gravel bed, kerbs and the pavers. A quote without it assumes a suitable base already exists.
Are kerbs always part of a paving quote?
No. Some quotes include them in the rate, others price them per linear metre, and some leave them out. On our labour-only rate they are always separate; on our turnkey rate they are included. Always check by name.
Should the quote mention the town hall licence?
A paving contractor does not handle licences, but a careful quote may remind you to check the procedure. Under LISTA, each town hall's ordinance decides whether a responsible declaration, a licence or neither applies to a given paving job.
Do I need community approval to repave a shared driveway?
If the driveway is a common element, the owners' meeting must approve the work under the Horizontal Property Law. The exact majority depends on the type of work and should be confirmed with the community administrator before the job is commissioned.
What is a conditional line?
A conditional line is an item with an agreed price that is only charged if a specific condition appears, such as a weak base discovered once the paving is lifted. It protects you from unpriced extras while keeping the main quote realistic.
Is IVA included in Spanish paving quotes?
It depends on how the quote is written. Our quotes always show the net amount, the IVA at 21 % and the total. If a quote shows only one figure, ask whether it is net or gross before comparing it with others.
Can missing items be added after I sign?
They can, but without a pre-agreed price you have less control over the cost. It is better to ask before signing whether each item is included, excluded or extra, and to have the answers in writing with the quote.
Does a paving quote include a vado permit?
No. If the work touches the public pavement or the kerb drop for a vehicle crossing, separate municipal authorisation is needed, arranged by the owner. The requirements are set by the ordinance of the town hall concerned, so ask there before planning that part of the work.
