Comparing block paving quotes line by line, not by the bottom figure

In shortTo compare paving quotes fairly, convert each one to the same basis: price per square metre before IVA, the same measured area, and the same list of layers and extras. Check whether the sub-base, soil-cement, gravel bed, kerbs, waste removal and documentation are included or left out. A lower total often means missing lines, not a cheaper job.

Why do two paving quotes for the same driveway differ so much?

They differ because they rarely describe the same job. One contractor may price the full build-up from compacted aggregate to sanded joints, while another prices only the laying of pavers on whatever is already there. Add different assumptions about kerbs, rubble and access, and two honest quotes can end up far apart without either being wrong.

The total at the bottom is the least informative part of a quote. What you need to compare is the scope: which layers are built, which materials are supplied, what happens to the old surface and which risks are carried by the contractor rather than by you. Once that is aligned, the price difference usually shrinks or becomes easy to explain.

For owners weighing a full replacement against a repair or a surface renovation, the comparison is also between different solutions. A restoration of an existing stamped concrete drive can be excellent value compared to the cost of replacing an entire driveway, but only if the base is sound. That choice is explained on the cost factors page.

What should I check first on each quote?

Start with three basics: the unit, the area and the tax. Each quote should state the price per square metre or per item, the number of square metres it assumes and whether IVA is included. Our own rates are published plus IVA at 21 %, and any figure without a clear tax note is ambiguous.

  • Unit price: per m², per linear metre for kerbs, or a single lump sum for the whole job.
  • Quantity: the square metres assumed, and whether they were measured or estimated from photos.
  • Tax: net amount, IVA at 21 % and gross total, each shown separately.
  • Validity: how long the prices are held, and what happens if the start date moves.
  • Identity: the name, tax number and address of the contractor issuing the quote.

If one quote is a lump sum and another is itemised, ask the lump-sum contractor for the square metres behind the figure. Dividing the net total by the area gives you a comparable rate, and the conversation itself usually reveals what is included.

Which layers and items are most often missing?

The layers under the pavers are where quotes diverge most. A durable block paving surface sits on compacted aggregate, often a stabilised layer such as soil-cement, and a bed of fine gravel before the blocks are laid and the joints filled. Our turnkey rate includes zahorra, soil-cement, 10×20×6 cm concrete pavers, the gravel bed, kerbs and documentation.

When a line is missing, do not assume it is free. Ask in writing whether it is excluded, included in another line, or simply forgotten. A good answer is specific; a vague one tells you something too. Pay attention to the paver itself as well. A quote naming the format, thickness and type of block can be checked; a quote that only says 'pavers' cannot. Concrete paving blocks are covered by UNE-EN 1338 and the Spanish complement UNE 127338, so asking which standard the supplied block meets is a fair question.

How should waste and access be compared?

Waste and access must be priced, or explicitly excluded, in every quote you compare. Lifting old paving produces construction and demolition waste, which is regulated by Royal Decree 105/2008 and Law 7/2022; the latter treats rubble from minor domestic building and repair works as household waste under municipal responsibility.

In practice, the rubble from a driveway is usually classified under European List of Waste codes such as 17 01 01 for concrete, 17 01 07 for mixed concrete, bricks, tiles and ceramics without hazardous substances, and 17 05 04 for soil and stones. A quote that mentions how this material leaves the site is more complete than one that ignores it.

Access is the other hidden variable. A wide, level street entrance costs less to work through than a narrow pedestrian gate, a flight of steps or a steep lane where materials must be moved by hand. If one quote seems low, check whether the contractor has actually seen your access, in person or in photos.

Are labour-only and turnkey quotes comparable?

Only after you add the materials to the labour-only quote. A labour-only price covers laying, levelling, jointing and compaction, but not the pavers, aggregate or kerbs. Our labour-only rate is 16 € per m² plus IVA, while the turnkey rate is 84 € per m² plus IVA for areas up to 150 m², with materials and base layers included.

The gap between those two figures is not profit; it is the material, the base construction, the kerbs and the organisation of deliveries. If you plan to buy pavers yourself, price the full list of materials, transport and waste before comparing. The guide labour only or turnkey sets out which situations favour each option, and our per-m² price page lists what both rates include.

How do I build a fair side-by-side comparison?

Put every quote into the same table, line by line, and fill the gaps with written answers from each contractor. Then compare the net price per square metre for the same scope. This takes perhaps an hour and avoids most disputes later.

  1. List every item from the most detailed quote down the left-hand column.
  2. For each other quote, mark each item as included, excluded or not mentioned.
  3. Ask each contractor to confirm the items marked not mentioned, in writing.
  4. Add realistic costs for excluded items you would have to arrange yourself.
  5. Recalculate each quote as a net price per square metre on the same measured area.
  6. Only then compare totals, and look at conditional items and payment terms.

Conditional lines deserve special attention. A quote with an optional line for extra base correction may look more expensive, but it is honest about a risk that another quote simply ignores. The page what is included in a paving quote shows how we separate fixed and conditional items.

What else should be in writing before I choose?

Beyond price, ask how the work will be organised and who deals with the paperwork. Paving contractors execute works; they do not usually draft projects or obtain licences. In Andalusia, minor works without a project are generally handled by a responsible declaration under Law 7/2021 (LISTA), but each town hall's ordinance decides the procedure for a given job.

If the property is in a community of owners, work on common elements needs a resolution of the owners' meeting under the Horizontal Property Law; your administrator will know which majority the job needs. Where the job touches the public pavement or the kerb drop for a vado, separate municipal authorisation is needed; the town hall ordinance sets the conditions, so it is worth checking them early.

Finally, check the payment schedule, the start conditions and how changes will be agreed. A quote that explains these points calmly is usually a sign of a contractor who will also explain problems calmly. Frequently asked questions

Should I always choose the cheapest paving quote?

Not without aligning the scope first. The cheapest quote often omits layers such as soil-cement or the gravel bed, kerbs or waste removal. Convert every quote to the same items and the same measured area, then compare the net price per square metre.

How do I convert a lump-sum quote into a price per m²?

Ask the contractor for the area the lump sum assumes, then divide the net amount before IVA by that number of square metres. If the contractor cannot say how many square metres were priced, that uncertainty is itself an important point of comparison.

Is IVA always 21 % on paving work?

Our quotes show IVA at 21 %, which is the rate applied to our published prices. If another quote shows a different rate or no IVA at all, ask the contractor to explain in writing which rate applies and why, before comparing totals.

What does documentation mean in a turnkey quote?

In our turnkey rate, documentation is one of the listed items alongside the materials and layers. Ask any contractor what paperwork they hand over at the end, so that you can keep it with the property records or give it to the community administrator.

Why does waste removal appear as a separate line?

Old paving and soil must leave the site as construction and demolition waste under Royal Decree 105/2008 and Law 7/2022. Transport and disposal cost money, so a quote should say whether that is included, priced separately or left to the owner.

Can I compare a repair quote with a replacement quote?

Yes, but treat them as different solutions. A repair corrects the base in sunken zones; a replacement rebuilds the whole surface. Compare them by what problem each solves and how much of the area each touches, not only by the total figure.

What is a conditional line in a quote?

It is an item priced in advance but only charged if a specific condition appears, for example extra base correction once the old paving is lifted. Conditional lines make a quote look higher on paper but show honestly which risks exist.

Do kerbs make a big difference when comparing quotes?

They can, because kerbs are usually priced per linear metre and long perimeters add up. Check whether each quote includes kerbs, assumes existing edges can be reused, or leaves them out. Without a firm edge, block paving tends to spread.

Should a quote mention the town hall procedure?

A paving contractor does not normally handle licences, but a careful quote may note that the owner must check the procedure with the town hall. Under LISTA, each ayuntamiento's ordinance decides whether a declaration, a licence or neither applies.

Can you price the same scope as another quote I received?

Yes. Send the photos and the approximate area, and tell us which items the other quote includes. We return an itemised quote on the same basis, so that the comparison is direct and you can see where any difference comes from.
